S.C. Supreme Court approves Drug Court Judge

The S.C. Supreme Court issued an order last week officially naming Lady’s Island attorney Carol Ruff the new judge of Beaufort County Drug Court.

The order, issued by Supreme Court Associate Justice Costa Pleicones, gives Ruff, 42, the power to “impose sanctions for violations of the conditions of the drug court treatment program,” the order reads.

Ruff had been named interim judge earlier this month by 14th Circuit Solicitor Duffie Stone and the circuit's judges. She replaces Manning Smith, whose judgeship was rescinded last month by S.C. Supreme Court Chief Justice Jean Toal for undisclosed reasons. Smith had held the position since June 15, 2001. Manning Smith was removed from the bench shortly after his wife, former Clerk of Court Elizabeth Smith, was indicted on embezzlement charges.

The drug court diverts nonviolent offenders into rehabilitation programs as an alternative to prison to try to stem their substance abuse.
